🛡️ Strict Eligibility Benchmarks
Ayushman Bharat PM-JAY is strictly an entitlement-based scheme. Rather than basic income limits, individuals are automatically mapped into the database using predefined structural deprivation metrics.
1. General Restrictions (Age & Family Unit)
-
No Structural Cap: Unlike commercial policies, there is absolutely no restriction on family size, age structure, or gender. The entire family is protected under a single floating cover.
-
Universal Senior Citizen Top-up: In an operational expansion, all senior citizens aged 70 years and older qualify automatically, completely independent of their household’s financial background. They receive an exclusive Ayushman Vay Vandana Card providing a dedicated top-up framework.
2. Target Rural Deprivation Parameters (Based on SECC Data)
Rural inclusion strictly maps households experiencing severe structural constraints, including:
-
Families operating from temporary makeshift homes containing only a single room with kucha walls and roofs.
-
Households where no adult member falls within the working age spectrum of 16 to 59 years.
-
Female-headed households lacking any adult male member within the 16 to 59 age bracket.
-
Households with a disabled family member that lack an able-bodied adult worker.
-
Landless individuals who earn their primary living through casual manual labor.
3. Target Urban Occupational Groups
Urban inclusion targets specific formal and informal urban laborers, including:
-
Domestic workers, sweepers, gardeners, and sanitation staff.
-
Street vendors, hawkers, cobblers, and ragpickers.
-
Transport providers, including rickshaw pullers, cart drivers, and conductors.
-
Construction workers, masons, painters, plumbers, and welders.
-
Shop assistants, delivery boys, peons, and waiters in small establishments.
4. Explicit Exclusion Criteria
A household is rendered ineligible if any family member meets the following conditions:
-
Owns a motorized 2, 3, or 4-wheeler, or commercial agricultural equipment.
-
Enjoys a regular income flowing from stable government employment.
-
Possesses a monthly income parameter scaling above ₹10,000.
-
Resides in a solidly built, multi-room pucca house.
